However, expanding casino gambling will be much easier said than done. To expand gambling will require an amendment to the state constitution which is a long and complicated process. Add to this furious anti-expansion lobbying from the racino operators and the various Indian bands that currently have casinos and it certainly will be a fight for Governor Cuomo.
