The state, which like many is currently considering expanded gambling, released a report detailing the actions of several gambling syndicates to exploit a known vulnerability in one of the state's lottery games. The game was called Cash WinFall and has been pulled by the Massachusetts gambling authority as a result of the report. The flaw in the game is that under certain circumstances gambling syndicates can ensure that they win more than they paid for tickets by buying massive amounts of tickets at certain times. Essentially the game worked as a normal lottery ticket but it also triggered a special jackpot once it had passed $2,000,000 in sales. As it got close to triggering the added jackpot, lottery authorities would announce the fact to the public which would mean a sharp increase in sales as more people bought tickets. What the syndicates would do to improve their odds was to buy massive amounts of tickets a day before a Cash WinFall draw, and typically around holidays, and thus push sales over the required amount to trigger the added jackpot.
However due to the last minute action by the syndicates, and the fact that they happened around holidays, the lottery commission would be unaware that sales had met the jackpot conditions and hence would not market it to the general public in time. As such syndicates were able to buy as much as 80% of total tickets for a draw that would have the added jackpot and thus ensure themselves a healthy profit. No charges will ultimately be laid as what the syndicates were doing was entirely legal. However that kind of angle shooting certainly violated the spirit of the lottery and as such the game was pulled.
